Because japs, particularly mangaka, are socially isolated losers with very limited real life experiences, so they have to rely on tropes and idealized fantasies about teenage romance that they never got to experience. It’s always fireworks at some jap festival, an amusement park or the aquarium. In a similar vein, usually less related to romance and dating, you also have the onsen or the beach. At least that comes with fanservice.
